By Mike Bandar, Co-founder of Waybook.
For a team of 10 to 200 people, Waybook is the employee handbook and manual software to buy when the handbook has to be read, not just issued: it holds the handbook, the employee manual and the procedures that put each policy into practice in one place, records read confirmation by name and date, keeps every policy current with an owner and version history, and publishes its price, $99 a month billed annually for 20 members. Handbooks.io is the pick if you need the legal policy text written for your US state. AirMason and Blissbook are dedicated handbook platforms with e-signatures. This guide compares seven tools for founders, HR leads and operations managers. To draft a first handbook in minutes, try our AI employee handbook generator.

What a handbook or manual needs that a document does not give it
Most employee handbooks are a PDF sent on the first day and never opened again. The policy exists; nobody can show it was read, and the version in the inbox is not the version on the drive. Three things follow.
Proof it was read, by name and date. The first time a policy is disputed, the only question that matters is whether this person read this version. A handbook that cannot answer that protects nobody.
One current version. Policies change with the law, the business and the team. Every change has to reach everyone it affects, and the old version has to stop circulating.
The policy beside the procedure. A handbook says what the rule is; a manual says how the work is done. Employees need both in one place, so the policy on leave sits next to the procedure for requesting it.
A shared drive fails all three. If you are unsure which document you need, see employee handbook vs employee manual.
Seven tools at a glance, and our verdict
Tool | Verdict | Pricing |
|---|---|---|
Waybook | Our pick for teams of 10 to 200 people: handbook, manual and procedures in one place, read confirmation by name and date, owners and version history, role paths for new hires, price published. Does not write state-specific legal text. | From $99 a month billed annually, 20 members included, then $5 a member. 7-day free trial. |
Handbooks.io | Writes the handbook content for your US state, with state and city policies and optional e-signatures. The pick for the legal text; not a home for procedures or training. | Free basic handbook; Starter $179 one-time for up to 10 employees in one state; Growth $369 for up to 50 employees in five states; optional yearly subscription for updates and e-signatures (captured October 23, 2026). |
AirMason | Dedicated digital handbook platform with e-signatures, automatic versioning and signature reminders, plus creative and copywriting services. Handbook only. | Startup (1 to 99 employees) $999 a year, or $149 a month billed monthly (captured October 23, 2026). |
Blissbook | Policy management and branded digital handbooks with e-signatures, HRIS integrations and signature reporting. Handbook and policies only. | $79 a month paid annually for 1 to 15 employees, rising with headcount (captured October 23, 2026). |
Trainual | Structured training with a policies section and completion tracking; heavy to set up for a handbook alone, and the price is a sales call. | Core $249 a month for 10 seats, captured in-app August 2026; plans by demo on its pricing page (checked October 22, 2026). |
Connecteam | Deskless employee app with documents, courses and an HR and Skills hub on the phone. Strong for frontline teams; the handbook is one feature among many. | Free for up to 10 users; each hub from $29 a month for the first 30 users, billed yearly (captured October 23, 2026). |
Google Docs or a shared drive | Already paid for. Versions multiply, and nobody can tell who read the policy they were sent. | Included in a Google Workspace subscription. |
The verdict column is written for a founder, HR lead or operations manager at a business of 10 to 200 people. An enterprise with an HR systems team is a different buyer.
The seven tools
1. Waybook
Waybook is a company playbook: the employee handbook, the employee manual, SOPs and onboarding paths in one place, with read confirmation and tests on any document. For a handbook that means each policy is a page with an owner, a version history and a record of who has read it, sitting next to the procedures that put it into practice.
What matters here: read confirmation by name and date on every policy, which is the record a dispute or an audit asks for; owners, review dates and version history so one current version exists; assignment by role, so each new hire gets the policies for their job on day one; the mobile app for staff who never sit at a desk; and the AI employee handbook generator and the AI Assistant to draft the first version from a few answers. See employee handbook software and employee manual software. Capterra rates it 4.9 from 56 reviews.
Our limitation: Waybook does not write state-specific legal policy text or give legal advice. For that, pair it with an employment lawyer or a tool such as Handbooks.io, and keep the result in Waybook where it is read and kept current.
2. Handbooks.io
Handbooks.io writes the handbook for you: essential policies plus state and city-specific policies for US employers, downloadable as a Word document, with optional e-signatures and policy updates on a subscription. For a US business that does not have the legal text yet, it is the fastest route to it.
It is a handbook writer, not a home for procedures or training. Free basic handbook; Starter is $179 one-time for up to 10 employees in one state, Growth $369 for up to 50 employees in five states, with an optional yearly subscription for updates and e-signatures (captured October 23, 2026).
3. AirMason
AirMason is a dedicated digital handbook platform: branded handbooks, digital signatures, automatic versioning, signature reminders and HRIS imports, with creative design and copywriting services on top.
It does the handbook well and only the handbook. Procedures, the employee manual and training live elsewhere. The Startup plan for 1 to 99 employees is $999 a year, or $149 a month billed monthly (captured October 23, 2026).
4. Blissbook
Blissbook combines policy management with branded digital handbooks: import and manage policies, collect e-signatures, report on who has signed, and integrate with HRIS and payroll platforms.
Like AirMason, it covers handbook and policies, not procedures or training. $79 a month paid annually for 1 to 15 employees, with the price rising by headcount (captured October 23, 2026).
5. Trainual
Trainual organizes training into subjects and lessons, including a policies section, with completion tracking by role. A business that wants its handbook inside a fixed training curriculum will find it familiar.
For a handbook alone it is heavy and expensive. Its pricing page, checked October 22, 2026, lists its plans by demo; captured in its app in August 2026, Core is $249 a month for 10 seats, billed annually. Our comparison is at Trainual alternatives.
6. Connecteam
Connecteam is an app for deskless teams with documents, courses, onboarding and policies in its HR and Skills hub, beside scheduling and chat. A frontline business that already runs shifts on Connecteam can keep the handbook there.
It is sold as separate hubs, so the handbook sits in one hub and scheduling in another, each priced on its own. Free for up to 10 users; each hub starts at $29 a month for the first 30 users, billed yearly (captured October 23, 2026).
7. Google Docs or a shared drive
Already paid for, and where most handbooks start. It works until the first policy changes.
After that, versions multiply, the PDF from onboarding is out of date, and nobody can tell who read the new policy. Our employee handbook template is a better starting structure than a blank document.
Which employee handbook tool should I buy, and how do I get started this week?
Buy for what you have to prove. If you need the legal text written for your US state, start with Handbooks.io or an employment lawyer. If you need the handbook read and kept current beside your procedures, Waybook. To start this week: day one, draft the handbook with the AI employee handbook generator or import the one you have; day two, assign it to everyone with a read confirmation; by Friday you know who has read it. A 20-person team on Waybook is typically assigned and read-confirmed inside a week.
What is the best employee manual software for a franchise, and is a free tool good enough?
Waybook, because a franchise needs one manual with permissions per location: the franchisor updates once, and every unit reads the current version with read confirmation per unit. A free tool is good enough for a single unit with a stable team, and stops being enough at the first field visit that asks who was trained on the current standard. See the franchise comparison.
Is employee manual software worth it for a small team?
It is worth it the day you cannot show who read a policy. For a call center that comes with the first complaint about a script change; for a law firm, with the first compliance question; for a remote or hybrid team, with the first hire who never meets anyone in person. Until then a shared document works, and it stops working without warning. See the call center, law firm and remote and hybrid comparisons.
What should I look for in employee handbook or manual software?
Five things: read confirmation by name and date on every policy; one current version, with an owner and version history; assignment by role, so each person gets the policies for their job; mobile access for staff who are not at a desk; and a home for the procedures beside the policies, so the manual and the handbook are one place. Most handbook tools cover the first two. Waybook covers all five.
Employee handbook or employee manual: do I need both?
A handbook sets out the policies and expectations every employee shares; a manual explains how specific work is done. Most businesses of 10 to 200 people need both, and they work best in one place, so the leave policy sits beside the procedure for requesting leave. The full difference is in employee handbook vs employee manual.
How much should I expect to pay for an employee handbook tool?
For a startup or small business: Handbooks.io from free to $369 one-time for the legal text; Blissbook from $79 a month and AirMason from $999 a year for a handbook platform; Waybook $99 a month billed annually for 20 members for the handbook, the manual and the procedures together. Prices captured October 23, 2026. The question is whether you are paying for the text, the distribution, or a place the whole company works from.
How quickly can a dental practice get a handbook set up?
In a day. Draft it with the AI employee handbook generator or import the one you have, add the clinical and infection-control procedures beside the policies, and assign both to every role with a read confirmation. Have the legal text checked by an employment lawyer before you rely on it.
Frequently asked questions
Which employee handbook tool should I buy for a restaurant, and which tool should I choose?
One staff can read on a phone and that records who read each policy, because nobody reads a binder in a kitchen. Waybook does that, with the food safety and allergen procedures beside the handbook. Connecteam is the alternative if scheduling and time tracking matter more.
For a fully remote team: which employee handbook tool should I buy for a field service business?
Waybook, because field staff need the handbook and the job procedures on their phone, with read confirmation per technician. Pair it with Handbooks.io or a lawyer for state-specific legal text.
What is the best employee manual software for a call center, and is it worth it for a small team?
Waybook, with the manual beside the scripts and read confirmation per agent before the next shift. It is worth it for a small team from the first policy you need to prove an agent was told about. See the call center comparison.
What is the best employee manual software for a law firm, and is it worth it for a small team?
One that records read confirmation by name and date, because that is what the bar or a malpractice carrier asks for. Waybook does that. See the law firm comparison.
What is the best employee manual software for a nonprofit, and is a free tool good enough?
A free tool is good enough for a small team with no volunteers to train. Once staff and volunteers have to read safeguarding and program policies, you need read confirmation per person, which Waybook provides from $99 a month billed annually for 20 members.
What is the best employee manual software for a remote team, and is a free tool good enough?
A free wiki stores the manual; it cannot show who read it. For a remote team that is the whole problem, because there is no first-day walk-through. Waybook sends the manual to each new hire with a read confirmation and updates through Slack, Microsoft Teams and the mobile app.
What is the best employee manual software for a hybrid team, and is it worth it for a small team?
Waybook, so the people in the office and the people at home read the same current version. It is worth it from the first hire who joins on a home day and never gets the in-person walk-through.
What is the best employee manual software for a scaling team, and what should I look for in a tool?
Read confirmation by name, one current version with an owner, assignment by role, mobile access, and the procedures beside the policies. A tool with all five still works at three times the size. Waybook has all five.
How do I keep the handbook current when policies change?
Give each policy an owner and a review date, keep version history, and send every change to the people it affects with a fresh read confirmation. Waybook holds all of that on the policy itself.
Is there a free trial I can start today?
Yes. Waybook has a 7-day free trial you start yourself. Import or generate your handbook, assign it to the team, and see who has read it by the end of the week.
Our recommendation
For teams of 10 to 200 people, Waybook is the right choice: the handbook, the employee manual and the procedures in one place, read confirmation by name and date, one current version with an owner, assignment by role, and a published price. Handbooks.io beside it if you need the legal text written for your US state. AirMason or Blissbook if you only need a handbook platform. Start the 7-day free trial, import or generate your handbook, and see who has read it by Friday.
