Most tools in this category do one of those three well. Very few do all three.

    This guide compares nine tools against the same questions: can you write the procedure and train on it in one place, can you confirm each person read it, can you test that they understood it, and can you produce a completion record when a manager, a client or an inspector asks.     Every tool was assessed on four things. Documentation and training in one place, so a change to the procedure changes the training. Read confirmation on each document, not only course completion. Quizzes or tests, so you know the content landed. And completion reporting per person and per document, the record you need when someone asks you to prove it. We also note who each tool is built for, because a tool that is excellent for a 5,000-person enterprise is usually the wrong buy for a 30-person firm.

    The 9 tools, one at a time

    1. Waybook

    Waybook is built so that the person who writes the procedure and the person who has to follow it are looking at the same thing. You document a process once, assign it by role, and each new hire gets their reading list on day one. When they finish a document they confirm they read it; when they finish a subject, a test shows whether they understood it, and tests are included on every plan. The progress view then answers the question managers keep asking: who is ready to work, and who is not. Shots captures a process from your screen while you do it, the AI SOP creator drafts a first version you then correct, and the mobile app covers people who are not at a desk. Every plan includes 20 members, and you can start a 7-day free trial yourself. Waybook is rated 4.9 on Capterra from 56 reviews.

    What it cannot do: it does not import SCORM or xAPI course packages, and it does not issue branded completion certificates natively. If your training is already built as SCORM courses, an LMS below is a better fit.

    2. Trainual

    Trainual is the closest comparison to Waybook: SOPs, training and onboarding in one product, with tests, role-based assignment and an org chart. It is a mature product with a large customer base. Trainual does not publish prices for any plan and a demo is required for a quote; pricing captured directly in Trainual’s app in July 2026 showed the Core plan at $249 a month.

    Best for: teams of a similar size that prefer a guided purchase.

    3. TalentLMS

    TalentLMS is a full learning management system: a course builder, SCORM and xAPI support, assessments, certificates and gamification. If you already have course content, or you need to issue a certificate at the end, it does that well. Pricing is a flat monthly fee by user band rather than per seat: a free plan for up to 5 users and 10 courses, then Core at $119 a month for up to 40 users, Grow at $229 for up to 70 and Pro at $449 for up to 100, all billed yearly, with Enterprise on a quote (verified September 15, 2026).

    What it cannot do: it is a course system, not a place to keep your procedures. The SOP lives somewhere else, so when the process changes, the course has to be rebuilt separately.

    Best for: teams that think in courses and need certificates.

    4. iSpring Learn

    iSpring Learn pairs an LMS with iSpring Suite, an authoring tool that builds courses out of PowerPoint. Slide-based training with quizzes and completion tracking is its strength.

    What it cannot do: authoring lives in slides, which suits formal courses and suits a 12-step procedure badly. Day-to-day process documentation needs another home.

    Best for: teams with an instructional designer who already works in PowerPoint.

    5. SC Training (formerly EdApp)

    SC Training is mobile-first microlearning from SafetyCulture: short lessons, quizzes and completion tracking on a phone. For frontline teams who will never open a laptop, that format works.

    What it cannot do: a five-minute lesson is not a reference document. Your team can learn the process in SC Training, but they cannot look it up mid-task the way they can with an SOP.

    Best for: retail, hospitality and field teams that train on phones.

    6. 360Learning

    360Learning is a collaborative learning platform where subject experts across the company create courses, with peer feedback built in. It suits organisations with a learning and development team to run it.

    What it cannot do: it is heavier than a 30-person company needs, and it assumes someone owns learning as a job.

    Best for: mid-size and larger companies with an L&D function.

    7. Docebo

    Docebo is an enterprise LMS with deep reporting, integrations and AI features, sold through a sales and procurement process.

    What it cannot do: nothing on the feature list, but it is scoped and priced for large organisations. A growing team will pay for capability it never uses.

    Best for: organisations with thousands of learners and an IT team to integrate it.

    8. Whale

    Whale combines SOP documentation and training, with AI that drafts procedures quickly, read confirmation and quizzes. Its AI-first drafting is genuinely strong; if you want a machine to write version one, put it on the shortlist next to Waybook. Whale has a Free Forever plan; the Scale plan is $249 a month billed yearly, or $399 billed monthly (verified August 12, 2026).

    What to check: how completion is reported per person and how the mobile experience holds up for people away from a desk. Test both on the trial.

    Best for: teams that want AI to do most of the first draft.

    9. Notion

    Notion is a flexible workspace and many teams start their handbook there. It is fast to write in and the whole company probably has it open already. Notion has a free personal tier; the Plus plan is $10 per seat a month billed annually, or $12 billed monthly (verified August 12, 2026).

    For a small business or a scaling team, the best training software is one that holds the procedure and the training together, confirms each person read it, tests that they understood it, and shows you the record. Notion is the right buy only if a written handbook is all you need.

    Look for four things before you decide. First, does a change to the procedure change the training, or do you maintain two things? Second, does someone confirm they read each document, or only that they finished a course? Third, can you assign by role, so a new technician, paralegal or caregiver gets their path on day one? Fourth, can you pull a completion report without building it yourself?

    This is where spreadsheets fail. Most teams start tracking training in a sheet: one row per person, one column per course, a date in each cell. It works for 8 people and breaks at 25, because nobody updates it and nobody trusts it.
